Balkan utility outages and infrastructure failures persist
Overview
Utility disruptions and extreme weather conditions persisted across the Balkans and surrounding regions through mid-September 2026. Electricity supply issues continued due to maintenance and technical faults.
In Montenegro, CEDIS completed work on the Bigova and Tri krsta transformer stations, but scheduled power cuts expanded to affect more than 20 municipalities, including Podgorica, Nikšić, Bar, and Kotor. In Bosnia and Herzegovina, planned outages affected the Sarajevo Canton and Tuzla; more recently, Elektrokrajina announced interruptions in parts of Banja Luka, including the city center. In Croatia, service interruptions were reported in Gornji Zebanec and Novo Selo Roka due to grid and transformer station works. Serbia also scheduled electricity outages for September 18, impacting several Belgrade municipalities such as Zvezdara, Čukarica, and Zemun, as well as Obrenovac.
Infrastructure failures also impacted water supplies. In Bulgaria, a water outage affected a specific area in Varna, while residents in Plovdiv’s Trakiya district faced a third shortage within ten days due to a pipeline repair. This recurring issue led local residents to launch an online petition demanding the replacement of the aging water network. In Moldova, Energocom reported gas supply interruptions for over 13,700 consumers due to network modernization, alongside water supply disruptions in Chisinau and its suburbs.
