VA Launches Flexible Assistance Program for Homeless Veterans

On July 29, the U.S. Department of Veterans Affairs (VA) implemented a new authority under Section 403 of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, which Congress enacted in January 2025. The authority, effective through September 30 2027, allows VA medical centers to provide flexible assistance to veterans experiencing homelessness and those participating in the HUD‑VASH program.

Eligible assistance includes food, shelter, clothing, hygiene items, transportation, smartphones and service plans, as well as rental and utility assistance, security and utility deposits, rental‑application fees, moving expenses, short‑term storage, essential household items, and hotel or motel stays. Rental and utility assistance may be provided for up to ten months within a two‑year period, and clinicians can approve additional aid when necessary to keep a veteran housed. The new authority builds on the temporary Section 4201 tools that were used during the COVID‑19 public‑health emergency.
