US VA veteran homelessness assistance programs

The U.S. Department of Veterans Affairs (VA) has expanded its efforts to combat veteran homelessness through new legislative authorities and targeted outreach.

In late July 2026, the VA implemented new authority under Section 403 of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. This program, effective through September 2027, allows medical centers to provide flexible assistance to veterans in the HUD-VASH program. Supported items include food, shelter, clothing, transportation, and rental or utility assistance to prevent displacement.

Building on these support structures, the VA is also focusing on justice-involved veterans. Data from fiscal year 2025 shows that while this group represents less than 1% of all U.S. veterans, they are 6.2 times more likely to experience homelessness than those without criminal justice involvement. To address the barriers created by criminal records, the VA is utilizing specialized care and early legal support to promote stability.
