Valencian education decree faces opposition from teacher unions
Unions in the Valencian Community are preparing legal action against a new education decree regulating service commissions for public school teachers. The regulation, which allows teachers to temporarily occupy positions other than their permanent ones, has faced unanimous opposition from major unions including CCOO, UGT, STEPV, Anpe, and CSIF.
Critics argue the decree was passed unilaterally and tightens the requirements for accessing these commissions. Specifically, the new rules limit grounds for service commissions related to family care, disabilities, mild illnesses, and those affected by the 2024 Dana floods. Additionally, teachers seeking commissions for professional interest must have previously participated in the general transfer competition.
Unions have expressed concern that the decree shifts the purpose of service commissions from a tool for teacher protection and mobility to an instrument for covering service needs. There are also disputes regarding a final provision that prevents subsequent administrative resolutions from modifying or expanding the requirements established in the decree.
