Valinhos moves to protect Fazenda Remonta as Alphaville's $494 million purchase faces legal block

The municipality of Valinhos completed technical studies to create a new "Macrozona de Conservação da Fazenda Remonta" (MCFR), a zoning category that permanently bans any lotting, parceling, or urban expansion on the 1.6‑million‑square‑metre farm. The measure will be incorporated into the city’s master plan and recognizes the farm as municipal environmental, cultural and historical heritage, paving the way for a future municipal conservation unit.

Alphaville Desenvolvimento Imobiliário submitted a bid of R$ 494 million for the Gleba B portion of the farm, paying R$ 308.75 per square metre – a 448 % premium over the minimum offer set by the Army Housing Foundation. The purchase is under a suspensive condition imposed by the 2nd Federal Court of Campinas, which blocks transfer until civil public actions by environmental groups are resolved. The Tribunal de Contas da União has also raised concerns about alleged irregularities in the auction. Because the new zoning prohibits any development, the transaction faces significant regulatory risk and may ultimately be halted.
