Fazenda Remonta sale and conservation dispute

The sale of Fazenda Remonta, a large property in Valinhos, São Paulo, has become the subject of legal and regulatory disputes. Following a public auction on July 31, 2026, Alphaville Desenvolvimento Imobiliário submitted a winning bid for approximately 160 to 180 hectares of the land.

The Fundação Habitacional do Exército (FHE) maintains that the sale complies with legislation, noting that the Tribunal Regional Federal da 3ª Região previously recognized the legality of the acquisition in 2020. The proposed project is intended to be a low-density rural allotment of roughly 50 lots designed to meet environmental standards.

However, the transfer of the property is currently blocked by a federal injunction from the 2nd Federal Court of Campinas. This injunction follows a civil action by the Associação Protetora da Diversidade das Espécies (Proesp), which argues the site is a critical refuge for fauna and water resources. Additionally, the Tribunal de Contas da União has raised concerns regarding alleged irregularities in the auction process.

In response to these challenges, the municipality of Valinhos has conducted technical studies to establish a new zoning category, the ‘Macrozona de Conservação da Fazenda Remonta’ (MCFR). This measure seeks to incorporate the farm into the city’s master plan as municipal environmental, cultural, and historical heritage, which would permanently prohibit any urban expansion or lotting on the 1.6-million-square-metre site.
