Varna authorities audit construction permits to combat illegal building
Authorities in Varna are conducting extensive investigations into construction permits issued over the last four years to combat widespread illegal building. The Directorate for National Construction Control (DNSK) has begun auditing all permits issued by the Varna Municipality during this period. Regional Minister Ivan Shishkov noted that inspections have already identified irregularities in the issuance of certificates of tolerance.
In response to overdevelopment, the Varna Municipality is preparing amendments to the General Urban Plan (OUP). Mayor Blagomir Kotsev reported that administrative actions are being taken against illegal structures, particularly in the ‘Baba Alino’ area. This includes issuing findings and, in some cases, restricting access to sites where electricity and water supplies have been disconnected.
Data indicates that between 2023 and 2026, approximately 230 certificates of tolerance were issued for buildings lacking detailed urban plans in Varna. The Ministry of Regional Development and Public Works previously identified over 100 illegal objects in forested areas. Additionally, the Chamber of Builders has called for faster processing of detailed urban plans, noting that nearly 1,000 files remain unfinished.
