Illegal construction investigations in Varna

Authorities in Varna have launched extensive investigations into construction permits issued over the last four years to address widespread illegal building. The Directorate for National Construction Control (DNSK) began auditing municipal permits, with Regional Minister Ivan Shishkov noting that inspections have already identified irregularities in the issuance of certificates of tolerance. Efforts to combat overdevelopment include preparing amendments to the General Urban Plan and taking administrative action against illegal structures, specifically in the ‘Baba Alino’ area.

The situation escalated as Varna Mayor Blagomir Kotsev referred the municipal construction control department to the prosecutor's office following an internal investigation into the ‘Baba Alino’ case. This investigation revealed missing field inspection reports and resulted in the suspension of nearly half of the department's staff. The controversy centers on the Forest Club residential complex, where authorities claim over 100 buildings were constructed illegally in a forested area.

While the mayor has ordered a four-year retrospective inspection of permit issuances, legal disputes continue regarding the legality of construction in the complex and the disconnection of utilities to certain sites.
