Venezuela dialogue: Third cycle to address political guarantees in October
Following the conclusion of the second cycle of national dialogue between the Venezuelan government and the 2015 National Assembly delegation, parties have outlined a roadmap for future negotiations. The third cycle of talks is scheduled to begin in mid-October 2026, with a primary focus on the Political and Civil Guarantees Table.
Key issues slated for discussion include the lifting of political disqualifications, the return of exiled political leaders, and the restoration of rights to parties whose leadership was altered by judicial decisions. Additionally, the opposition seeks to establish conditions for future democratic elections, noting that recent government statements regarding election timelines remain unilateral and have not been formally agreed upon in the dialogue.
In the judicial sector, progress has been made toward the total renewal of the Supreme Tribunal of Justice (TSJ). The National Assembly is set to designate a preliminary commission to initiate the process of forming a Judicial Nominations Committee. This committee is expected to consist of 23 members, including 11 deputies and 12 representatives from civil society. A Council for the Review of Credentials and Requirements for TSJ candidates, composed of seven jurists, will also be established to oversee the selection of the 32 magistrates.
