Retired Venezuelan Army Captain Ebro Leonardo Delgado Briceño Freed After Four Years Detention
Ebro Leonardo Delgado Briceño, a retired captain of the Venezuelan army who had served as security chief at the Cardón refinery, was arrested by SEBIN on 29 July 2022 and charged with terrorism, conspiracy and association to commit crimes. He was held for nearly four years at the El Rodeo I prison in Miranda. On 20 July 2026 the Committee for the Freedom of Political Prisoners (Clippve) announced his release, describing it as an “excahrcelación” and celebrating his reunion with family.
During his detention, relatives reported procedural delays, alleged cruel and inhuman treatment, and his exclusion from Venezuela’s Amnesty Law. Clippve used the occasion to demand the release of other political detainees held in facilities such as Ramo Verde, Yare, La Crisálida and the Instituto Nacional de Orientación Femenina (INOF). Since July, at least seven political prisoners have been freed, according to the Venezuelan Penal Forum.
