Venezuela political prisoners face post‑quake abuse

Overview

The wave of custodial deaths that began in April 2026 has continued, and the twin earthquakes of 24 June left prison infrastructure fragile. On 18 July the Committee for the Freedom of Political Prisoners (Clippve) renewed its demand for an independent technical assessment of Rodeo I and warned that staff might use force to keep inmates in unverified cells.

On 20 July former army captain Ebro Leonardo Delgado Briceño was released from El Rodeo I after almost four years of detention, a move Clippve hailed as an “ex‑carcelación” and used to press for the release of other political detainees held in facilities such as Ramo Verde, Yare, La Crisálida and the National Institute for Women’s Orientation.

The Venezuelan Prison Observatory (OVP) formally requested on 20 July that the Ministry for Penitentiary Services disclose conditions for inmates in the regions hit by the June quakes, citing damage in La Guaira, Miranda, Carabobo, Falcón, Aragua and the Capital District, shortages of basic supplies at the DIEP centre in Caraballeda, and the lack of a published engineering assessment for Rodeo I. OVP called for emergency protocols comparable to those in Chile, Mexico and Colombia and for updates to Venezuela’s Organic Penitentiary Code.

On 29 July OVP reported two consecutive deaths at the El Libertador training centre in Carabobo, where overcrowding—over 200 % of design capacity—has strained medical care. The organization demanded transparent information, an independent investigation, and urgent steps to reduce overcrowding.

Human‑rights groups continue to condemn the use of force against inmates refusing to return to damaged cells and to demand medical care, lawyer access and verification of missing detainees. Roughly 350 political prisoners remain in a hazardous system still reeling from structural damage, supply shortages and health crises.
