Overview
The wave of custodial deaths and systemic failures in the Venezuelan prison system has intensified through September 2026. Following a period of high mortality due to preventable illnesses and medical neglect, new incidents have highlighted violence and extreme overcrowding.
On September 12, the Observatorio Venezolano de Prisiones (OVP) reported the murder of 23-year-old Júnior Rafael Velásquez Herrera at the Guaiparo Police Coordination Center in Bolívar state. Velásquez, who had been held for three years without a sentence, was allegedly shot by another inmate. The incident raised questions regarding the accessibility of firearms within the facility and the influence of criminal leaders, or ‘pranes’, who reportedly extort detainees. Families have expressed concern that potential inmate transfers following the shooting will cause further procedural delays.
On September 14, the death of Edwar Arturo Muñoz at the Coro Penitentiary in Falcón state underscored the ongoing crisis of overcrowding. The OVP reported that the facility is operating at more than 212% capacity, housing over 1,700 inmates in a center designed for 800. The organization cited critical deficiencies in basic services, including inadequate food, limited access to potable water, and insufficient medical care, calling upon the Ombudsman’s Office to fulfill its duty to protect the rights of those deprived of liberty.
