Venezuelan Prisoner Luis Felipe Moreno Dies in Anzoátegui Custody
The Observatorio Venezolano de Prisiones (OVP) reported that inmate Luis Felipe Moreno Moreno died on 27 July while under state custody. Moreno was held at the Centro Penitenciario Agroproductivo de Barcelona and was taken to Hospital Universitario Dr. Luis Razetti in Anzoátegui, where he succumbed to health‑related complications.
OVP said the prison currently houses more than 1,400 detainees, including many transferred after the November 3 2023 judicial intervention in Monagas (“La Pica”) carried out under Operation Gran Cacique Guaicaipuro. The organisation criticised the government's prison‑reform promises, questioning the use of funds intended for renovations and the adequacy of medical care. It called for an investigation into the prison’s health services and accountability for officials responsible for the detainees’ safety.
