Venezuelan prison deaths and overcrowding

In late July 2026, two separate inmate deaths highlighted a worsening health and safety crisis in Venezuela’s prisons. On 27 July, Luis Felipe Moreno died while in custody at the Centro Penitenciario Agroproductivo de Barcelona in Anzoátegui, prompting the Observatorio Venezolano de Prisiones (OVP) to question the government’s prison‑reform promises and call for an investigation into medical services.

Five days later, Yoandry Medina González died of HIV and tuberculosis complications after being transferred to the overcrowded Centro de Formación del Hombre Nuevo “Dr. Francisco Delgado” in Zulia. The facility, built for 700 inmates but holding over 1,000, exemplifies the overcrowding that OVP says accelerates disease spread and hampers timely care. The organization noted this as the latest in roughly 40 inmate deaths since April, labeling the pattern a “repeated tragedy” and urging the authorities to improve health provisions and address systemic prison conditions.
