Veracruz educational payroll irregularities detected by ASF

The Superior Auditor of the Federation (ASF) has identified significant irregularities in the management of the educational payroll in Veracruz during 2025. An audit of the Fund for Contributions to Educational Payroll and Operating Expenses (FONE) left 48,657,604 pesos pending clarification and issued eight observations regarding potential damage to the Federal Public Treasury.

Key findings include 38.9 million pesos paid to 105 workers holding positions in multiple, geographically incompatible locations. Additionally, the audit found 4.6 million pesos paid to 36 employees on unpaid leave and 2.2 million pesos paid to 87 staff members after their termination dates. The ASF also identified payments made to deceased individuals, including 345,946 pesos in the federal payroll and 302,075 pesos in the state payroll.

Other discrepancies involve 543,355 pesos paid to a worker performing activities for the National Union of Education Workers (SNTE) without documented educational functions. The audit covered 38,021 million pesos, representing 98.5 percent of FONE resources transferred to Veracruz. During the process, the state government returned 9,875,000 pesos to the Federal Treasury.
