Veracruz educational and health payroll audit irregularities

The Superior Auditor of the Federation (ASF) identified significant financial irregularities in Veracruz regarding the 2025 Public Account. Initial findings focused on the educational payroll, where an audit of the Fund for Contributions to Educational Payroll and Operating Expenses (FONE) left over 48 million pesos pending clarification. Specific discrepancies included 38.9 million pesos paid to workers holding multiple, geographically incompatible positions, payments to employees on unpaid leave, payments to terminated staff, and payments made to deceased individuals.

Following these findings, the Veracruz Ministry of Finance and Planning (Sefiplan) was granted 30 days to resolve total observations amounting to 137.8 million pesos. Sefiplan head Miguel Reyes noted that the discrepancies are concentrated in the health sector (87.4 million pesos) and the education sector (48.7 million pesos). Reyes stated that the state is working with the State Comptroller General to submit documentation to address the findings within the deadline.
