Veracruz Legislature Bans Immediate Re‑Election and Electoral Nepotism

During the first 91 days of the LXVII Legislature’s term, deputies in Veracruz presented 129 initiatives and approved 23 decrees covering a range of policy areas. Among the most consequential measures were constitutional reforms that prohibit the immediate re‑election of state legislators, municipal councilors and mayors, and introduce a ban on electoral nepotism. The amendments to Articles 21, 23, 43, 69 and 70 of the state constitution forbid successive terms for the same office and block candidates who have close family ties with incumbents from running, with the new rules slated to take effect in 2030. Lawmakers highlighted the changes as a step toward greater transparency and compliance with Sustainable Development Goal 16. Additional reforms adopted during the period addressed financial support for municipalities, anti‑abigeato provisions, gender parity, and measures to protect women and children, but the anti‑nepotism and re‑election bans were singled out as historic for the state’s democratic framework.
