Veracruz municipalities confront high flood risk and a major debt‑relief plan

The National Civil Protection Coordination reports that 113 of Veracruz's 212 municipalities are classified as very high risk, with a total of 185 municipalities in medium to very high risk categories covering 7.6 million residents. Flood‑prone areas include the Tuxpan and Papaloapan river basins, which together host 144 critical flood points across 42 water bodies.

The state congress approved a financial restructuring that will settle roughly 1.5 billion pesos of debt from a 2008 bond issuance. Fifteen municipalities—among them Veracruz, Coatzacoalcos, Xalapa, Orizaba and Córdoba—account for 49 % of the outstanding debt. Under the plan, the state will pay the bulk of the obligations while the municipalities will contribute 25 % of their future federal transfers in fixed‑term deposits through 2030, aiming to free up fiscal space for local services.
