Victoria launches Thriving Kids program for children with autism

The Victorian Government has announced the first stage of the Thriving Kids program, scheduled to begin on October 1. Aimed at children aged eight and under with autism or developmental delays, the initiative provides universal supports such as increased access to the Advocating for Children with Disability (ACD) Support Line, more publicly funded autism assessments, and expanded training for early years educators.

Thriving Kids is a $4 billion program co-funded by state, territory, and federal governments. It serves as part of broader reforms to the National Disability Insurance Scheme (NDIS). The program intends to provide support for children with low to moderate needs through mainstream and community services rather than individual NDIS packages. While the program rolls out in stages, changes to NDIS access are not expected to begin until January 2028.

Starting in January 2027, the program will deliver targeted allied health and support services at initial sites in Bendigo, Hobsons Bay, Hume, Loddon, Maribyrnong, and Melton, before expanding statewide. The initiative also includes new developmental checks for children as they begin kindergarten and school.
