Australia Thriving Kids disability program rollout
Overview
The Thriving Kids program has commenced its rollout as part of a broader transition toward Foundational Supports for disability services in Australia. Designed to assist children aged eight and under with autism or developmental delays and low to moderate support needs, the $4 billion initiative is co-funded by state, territory, and federal governments. Unlike the National Disability Insurance Scheme (NDIS), the program provides universal supports through community and government providers—such as information, advice, and allied health—rather than individual funding packages.
In Victoria, the first stage began on October 1, offering increased access to the Advocating for Children with Disability (ACD) Support Line, more publicly funded autism assessments, and expanded training for early years educators. Targeted allied health and support services are scheduled to launch at specific sites in Bendigo, Hobsons Bay, Hume, Loddon, Maribyrnong, and Melton in January 2027, with statewide expansion to follow. The program also includes new developmental checks for children entering kindergarten and school.
While the full rollout is expected to be complete by January 1, 2028, advocacy groups have expressed concerns. Women With Disabilities Australia (WWDA) noted uncertainty regarding supports for individuals aged nine and older and highlighted the potential for increased pressure on disabled parents if service gaps are not addressed.
