Viet My Medical Investment under investigation for massive medical bidding corruption

Viet My Medical Investment Joint Stock Company is under investigation by the Ministry of Public Security’s Police Investigation Agency regarding a case involving accounting violations and smuggling. As part of the expanded investigation, authorities have officially prosecuted and detained Tran Van Thuan, a Deputy Minister of Health, on bribery charges involving significant sums of money.

Viet My Medical Investment, founded in 2007 and led by Bui Chan Phuong, has been a major player in distributing specialized medical equipment. Between 2018 and 2026, the company participated in 276 bidding packages, winning 246 with a total value of approximately 5,947 billion VND. These packages often involved high-value, technically complex equipment such as radiotherapy systems, PET/CT scanners, and Cyclotrons.

Investigators have identified a network of companies, including Sao Kim Medical Investment and Hoang Mai Pharmaceutical, all under the direction of Bui Chan Phuong. This network reportedly includes five companies in Singapore and three in Hong Kong, which were allegedly used to facilitate a resale chain for medical devices and drugs to inflate prices and generate illicit profits. Additionally, authorities claim the companies bypassed import regulations by misdeclaring certain equipment as accessories to primary devices during the importation process.
