Vietnam medical corruption investigation

Overview

Vietnam's Ministry of Public Security is investigating Viet My Medical Investment Joint Stock Company for accounting violations, smuggling, and procurement fraud. The investigation has expanded to include bribery charges against Tran Van Thuan, the Deputy Minister of Health and former Director of K Hospital, who has been suspended from his duties and charged with “receiving bribes” under Article 354 of the Penal Code.

Authorities allege that Viet My Medical Investment, led by Bui Chan Phuong, engaged in a scheme to inflate prices and generate illicit profits through a resale chain involving companies in Singapore and Hong Kong. Between 2018 and 2026, the company won 246 bidding packages totaling approximately 5,947 billion VND for complex medical equipment. Investigators also claim the company bypassed import regulations by misdeclaring equipment as accessories.

The probe has linked the company to corruption involving high-ranking officials in Phu Tho province. Nguyen Huy Ngoc, the Vice Chairman of Phu Tho Province and former Director of the Provincial Department of Health, has been arrested and prosecuted for bribery. The Central Inspection Commission has recommended disciplinary action against Ngoc for serious violations regarding political ideology, ethics, lifestyle, and failures in anti-corruption duties. Additionally, Le Dinh Thanh Son, the Director of Phu Tho Provincial General Hospital, faces prosecution for similar charges related to contracts awarded to Viet My Medical Investment JSC, which won three tenders at the hospital totaling nearly 180 billion VND.
