Vietnam adopts decree to streamline Apostille certification for public documents

On 23 July 2026, the Vietnamese government issued Decree No. 293/2026/ND‑CP to implement the 1961 Hague Convention on Apostille, ending the need for legalization of foreign public documents.

The decree outlines the competent authority, procedures and documentation required to issue an Apostille for Vietnamese public documents, covering judicial, administrative, notarial and other official records. It also sets the rules for receiving, using and verifying apostilled documents from other member states.

Applicants may request an Apostille in person at a single‑window office, by postal mail, or electronically via the National Public Services Portal or the national ID application, without a power of attorney. Requesters remain legally responsible for the legality of the documents and must comply with data‑protection regulations.
