Vietnam adopts new anti‑money‑laundering rules to meet international tax information standards
On 24 July 2026 the Vietnamese government issued Resolution No. 66.23/2026/NQ‑CP, introducing specific mechanisms and policies to address difficulties in the country's anti‑money‑laundering (AML) framework. The resolution amends and supplements the 2022 AML Law and related guidelines, clarifying definitions of beneficial owners, customer due‑diligence procedures, verification of client information, and transparency of legal agreements.
New provisions require reporting entities to collect additional information in particular cases, such as trusts, where details about trustees, beneficiaries, and related parties must be recorded, and life‑insurance contracts, where beneficiary data must be verified at the time of payment. These changes aim to satisfy Vietnam's international commitments on tax‑information exchange and improve the robustness of AML enforcement.
