Vietnam’s August 2026 reform agenda reached a major milestone as the 16th National Assembly concluded its first extraordinary session. Quang Ninh, effective September 1, 2026, is envisioned as a modern maritime center focusing on the marine economy and tourism while preserving Ha Long Bay. Bac Ninh, effective September 20, 2026, is slated to become a high-tech industrial hub. In preparation for its new status, Quang Ninh is organizing celebratory events, including a major ceremony expected on August 28, 2026.
The Assembly also passed the Law on Urban Development, effective October 1, 2026, granting greater autonomy to cities like Ho Chi Minh City regarding planning and finance. Economic reforms include amendments to the Laws on the State Bank of Vietnam, Anti-Money Laundering, and Credit Institutions, set to take effect on December 1, 2026. Additionally, resolutions were passed to reduce personal and corporate income taxes to support citizens and businesses.
Other legislative updates include the Law on State Compensation, which now includes protections for whistleblowers, and the Law on Publishing, which will implement stricter manuscript appraisals effective March 1, 2027. Furthermore, an amendment to the Law on Investment will implement a ban on the business of nitrous oxide for recreational inhalation, effective January 1, 2027.
