Vietnam adopts new greenhouse‑gas project procedures and revises animal‑health fees

The Ministry of Agriculture and Rural Development in Vietnam issued Decision No. 1511/QĐ‑BNNMT, introducing new administrative procedures for projects that transfer greenhouse‑gas emission reductions and carbon credits under Article 6.2 of the Paris Agreement. Applicants must register project ideas, submit supporting documents (including Vietnamese translations of foreign materials), and may file either in person or online. The ministry reviews submissions within specific timeframes, consults other ministries, and publishes approved ideas on the national registration system. The process is fee‑free.

Separately, the Ministry highlighted concerns about the current veterinary fee structure for slaughter control of rabbits, poultry and small pigs, as detailed in Circular No. 101/2020/TT‑BTC. Stakeholders argue that the fee per animal head does not reflect production scale or animal weight, increasing costs and reducing competitiveness. Recommendations include revising the fee calculation to consider animal units, product volume, and scientific criteria, aligning with the Animal Husbandry Law.
