The Ministry of Education and Training (MOET) has drafted a revision to its regulations to allow secondary and high‑school students to take periodic examinations on computers. The measure applies only to schools that meet full IT infrastructure, software and staffing requirements, and electronic test results will be legally equivalent to paper results if authentication, security and storage standards are satisfied. Schools must also prepare contingency plans for technical failures, permitting retests or a switch to paper‑based exams, and must provide specific accommodations for students with disabilities, such as assistive software, extended time and alternative formats.

On 30 July, Trịnh Văn Quyết, head of the Central Propaganda and Mass Mobilisation Department, led a meeting with media leaders to stress the role of the press in inspiring patriotism, supporting national development goals and combating misinformation. The meeting highlighted the need for rapid, accurate reporting in the digital age and called for stronger presence of state media online.

The Press Agency organised a two‑day training in Cần Thơ for 113 journalists, focusing on information‑security practices, fake‑news detection and safe use of AI‑generated content. Participants were taught verification techniques and protective measures for personal devices and data.

Separately, the Party Secretariat issued Directive No. 10‑CT/TW, demanding a comprehensive overhaul of political theory education. The directive calls for student‑centred teaching, digital competency development and safeguards against hostile foreign influence in the online environment.
