Vietnam accelerates AI integration and technological ties

Overview

Vietnam is accelerating its transition toward an AI-native economy, particularly in banking and education. In the financial sector, over 70% of credit institutions have deployed AI for risk management and customer service. However, rapid integration has coincided with a rise in AI-driven crime, including deepfake voice scams. To build capacity, the government is formalizing AI education and digital infrastructure. In August 2026, Deputy Prime Minister Lê Tiến Châu approved a national AI human resource development program through 2030. The Ministry of Education and Training is modernizing the national system through several new initiatives, including a nationwide AI education framework for the 2026-2027 school year.

In September 2026, the Ministry of Education and Training expanded these efforts by developing a national AI education framework to guide effective and responsible use, alongside nationwide teacher training programs. The Ministry is also piloting a national ‘smart’ education platform at two Hanoi universities to serve as a virtual tutor. This shift includes integrating research and development (R&D) directly into training to allow students to work alongside scientists, a move aligned with Resolution 57-NQ/TW. At the institutional level, Duy Tan University has introduced AI-driven tools, including the HeyDT assistant and the DTU AI Exam Hub, to automate testing and support faculty.

Despite these advancements, educators have raised concerns regarding critical thinking. Some lecturers have identified AI-generated essays that appear ‘too perfect,’ utilizing formulaic structures and academic registers that deviate from typical student writing styles.

On the international stage, Vietnam is deepening technological ties with Singapore through a Joint Declaration on Technological Connectivity Strategy. Furthering its long-term ambitions, Deputy Prime Minister Ho Quoc Dung signed Decision No. 1671/QD-TTg on August 28, 2026, formalizing a national AI strategy with a vision extending to 2045.
