Vietnam adopts resolution to revitalize property market and housing sector
On July 28, 2026, the 14th Party Central Committee adopted Resolution No. 21‑NQ/TW, providing strategic guidance to amend the 2024 Land Law and the 2023 Housing Law. The resolution seeks to create a healthier, safer and more sustainable real estate market in Vietnam, addressing the roughly 2,500 pre‑1994 apartment blocks, many of which are severely deteriorated.
It introduces land‑allocation mechanisms such as auctions and bidding for state‑managed land, ensures equal access for public and private developers, and proposes long‑term residential land‑use rights of up to 99 years, similar to Singapore’s HDB model. The measures are expected to expand affordable and social housing, stabilise commercial housing prices and boost confidence among citizens, investors and businesses.
