Vietnam adopts time-of-use electricity pricing for residential customers

Vietnam's Ministry of Industry and Trade has drafted a revision to the Electricity Law to introduce time‑of‑use (TOU) retail electricity rates for eligible household customers. Under the proposal, electricity prices will vary by three daily periods – peak (17:30‑22:30, Monday‑Saturday), off‑peak (00:00‑06:00 every day) and normal – replacing the uniform tiered‑rate system currently used for residential users. Decision 963, which sets the new price schedule, took effect on 15 June 2026.

The Electricity Vietnam National Power Corporation (EVNNPC) is urging consumers to adopt energy‑saving practices in line with the new schedule. It recommends shifting high‑consumption activities to off‑peak hours, using energy‑efficient appliances, and maintaining air‑conditioner settings at 26 °C or higher. While households will continue to be billed under the existing progressive tariff, the TOU framework aims to ease peak‑load pressure, improve system reliability, and support Vietnam's growing electricity demand amid supply constraints.
