Vietnam launches National AI Strategy to drive transformation by 2030

Vietnam has launched a National Strategy on Artificial Intelligence through Decision No. 1671/QD-TTg, aiming for comprehensive national transformation by 2030 with a vision toward 2045. The strategy seeks to transition from mere AI application to a model where AI drives national governance, public services, and production. Key goals include integrating AI into 100% of online public services and administrative procedures by 2030.

To support this, the government is prioritizing the development of data infrastructure and high-quality datasets. The strategy aims to develop at least eight Vietnamese-language AI models of varying scales to compete regionally and internationally. This includes establishing legal frameworks for data property rights and intellectual property to facilitate safe data sharing and circulation.

In the corporate sector, the CIO Summit 2026 highlighted a shift from small-scale AI pilots to seeking measurable return on investment (ROI). While many businesses are still in the testing phase, there is increasing pressure to move toward full operational integration. Meanwhile, in education, there is a growing emphasis on teaching students to master AI through human-centric thinking, ethics, and technical application rather than simple tool usage.
