Vietnam advances high‑tech agriculture and grants greater autonomy to state‑owned firms

Vietnam's development strategy now places agriculture at the centre of its national human‑resource policy. Officials note that by 2025 export value of agriculture, forestry and fisheries should reach US$70.09 billion, driven by high‑tech, green and circular farming, improved food safety, traceability and logistics. The shift requires a new cadre of technicians to operate automated irrigation, cold‑chain, sensor and data‑analysis systems, closing a skills gap that current vocational training does not address.

At the same time, the government is expanding the autonomy of state‑owned enterprises (DNNN). The 2030 target is to have 50 Vietnamese DNNN among the 500 largest firms in Asia and 1‑3 in the global top‑500. New rules give these firms greater freedom to set strategy, invest and manage operations, while the state retains oversight of strategic goals. All state conglomerates will adopt OECD corporate‑governance standards, and performance will be assessed on overall results rather than individual projects, encouraging innovation and risk‑taking.
