Vietnam advances Resolution 10-NQ/TW, boosting foreign investment and defence ties

Vietnam held a national conference to disseminate the Politburo's Resolution No. 10‑NQ/TW, which seeks to enhance the quality and effectiveness of foreign direct investment, promote technology transfer, improve governance and create high‑value jobs. Top leader To Lam urged the political system, businesses and investors to translate the resolution’s policies into concrete projects and stronger enterprises. Prime Minister Le Minh Hung called for deeper collaboration with partners on trade, innovation, AI, quantum technology and semiconductors.

The government highlighted expanding defence cooperation with the United Arab Emirates, Canada, Malaysia and Algeria, and noted Vietnam's recent deployment of a 124‑person rescue team to assist earthquake‑stricken Venezuela. Foreign ministry officials also stressed strengthening economic links with Australia and New Zealand. The resolution marks a strategic shift from merely attracting capital to leveraging it for national development and resilience.
