Vietnam targets technological autonomy in semiconductors and materials

Vietnam is implementing strategic initiatives to achieve technological autonomy in the semiconductor and materials industries. Under Resolution 57-NQ/TW and Conclusion 83-KL/TW, the country aims to transition from resource extraction to mastering high-value technology and specialized chip production.

In the semiconductor sector, Vietnam is prioritizing specialized chips for applications such as AI cameras, IoT, robotics, and telecommunications. The goal is to integrate deeper into the global value chain by mastering design, verification, and testing. Major domestic players are already moving forward; Viettel plans to begin trial production at its high-tech semiconductor plant by 2028, while Geleximco is advancing investment in chip production facilities.

Regarding the materials industry, the government seeks to build a national industrial capacity that covers the entire value chain, from R&D and production to testing and recycling. Key targets for 2030 include mastering technologies for rare earth processing, semiconductors, and battery materials, with a goal to increase the localization rate of strategic materials to 50%.
