Vietnam advised to prioritize quantum security and talent

Dr. Ngo Chi Vinh, a senior scientist at AlchLight LLC, has recommended that Vietnam develop a strategic roadmap for quantum technology to avoid fragmented investments and ensure national sovereignty. He suggests focusing on high-potential segments of the quantum value chain, specifically emphasizing post-quantum cryptography (PQC) and cybersecurity.

To build foundational capabilities, Vinh highlights the necessity of training application-oriented engineers to support future research and industry needs. He also noted the importance of establishing a specific coordinating agency for quantum technology, as current responsibilities are spread across multiple institutions.

Furthermore, the State could stimulate domestic demand by acting as an initial customer, setting transition deadlines for critical sectors such as finance and telecommunications. This approach would align with existing frameworks, such as Decision 1226/QD-TTg, which outlines the development of civilian cryptography through 2030.
