Vietnam and Norway seek offshore wind cooperation
Vietnam is pursuing cooperation with Norway to advance its offshore wind industry, leveraging Norwegian expertise in technology, investment, and engineering. The initiative aims to meet targets set in Vietnam’s revised Power Development Plan VIII, which calls for 6,000 MW of installed capacity by 2030 and 17,000 MW by 2035.
Norway offers extensive experience in the offshore energy value chain, including subsea infrastructure, marine operations, and power transmission. Norwegian companies such as DNV, Fred. Olsen Windcarrier, and Reach Subsea are noted for their specialized services.
Vietnam possesses a substantial industrial base derived from its established oil and gas sector. Petrovietnam Technical Services Corporation (PTSC) has already begun participating in international supply chains by fabricating foundations and offshore substations. Additionally, PTSC is collaborating with Danish partner Semco on substation projects. This cooperation follows a recent free trade agreement signed between Vietnam and the European Free Trade Association (EFTA) members, including Norway, Iceland, Liechtenstein, and Switzerland.
