The Ministry of Construction of Vietnam issued Decision 1140/QD‑BXD on 1 July 2026, approving an adjustment to the national airport system plan for the 2021‑2030 period and a vision to 2050. The decree adds Ninh Binh to the list of locations slated for research and development of a new international airport, joining 18 other international airports such as Cao Bang, Van Don, Cat Bi and Long Thanh.

The new airport is expected to stimulate the regional economy by improving connectivity, creating jobs and attracting domestic and foreign investment. Tourism in Ninh Binh is already strong; in the first half of 2026 the province recorded over 17 million visitors – a 23.3 % rise year‑on‑year – with 3.5 million overnight stays (up 30 %), revenue exceeding VND 17.966 trillion (up 21.8 %) and nearly 90 % of the annual target achieved. The sector employs 85 travel agencies, 633 guides and operates 1,540 accommodation facilities offering about 22,400 rooms.
