Vietnam banking security rules to restrict mobile app access

New banking security regulations in Vietnam, under Circular 77/2025/TT-NHNN, will restrict mobile banking access on certain devices starting March 1, 2026. Banking applications will automatically terminate and notify users if they detect specific security risks.

Prohibited conditions include devices with active debuggers, use of emulators or virtual machines, or enabled Android Debug Bridge (ADB) connections. Additionally, apps will be blocked if they detect unauthorized code injection, such as API hooking or repacking, or if the device has been compromised via rooting, jailbreaking, or unlocking the bootloader.

Users must also use the latest approved application versions. Furthermore, individual banks may set minimum operating system requirements. For instance, Vietcombank has announced it will stop supporting the VCB Digibank app on devices running Android versions lower than 7.0 starting June 10, 2026.
