Overview
Major Vietnamese banks, including Vietcombank, BIDV, VietinBank, and Agribank, are implementing stricter identity verification measures to enhance financial security and online payment safety. Under new regulations, accounts linked to expired identification documents, such as Citizen Identity Cards (CCCD), will face automatic transaction suspensions. This follows the Law on Identity 2023, which requires citizens to update identification at specific ages and renders older 9-digit and 12-digit ID cards invalid as of January 1, 2025. In response to rising fraud concerns, banks are integrating advanced monitoring systems. ABBank has connected its mobile and business applications with the State Bank of Vietnam’s Fraudulent Account Monitoring and Warning System (SIMO), NAPAS, and the Ministry of Public Security’s Department of Cybersecurity and High-Tech Crime Prevention (A05). As of September 18, 2026, ABBank automatically blocks NAPAS 247 transfers if a recipient is on the A05 fraud list. KienlongBank has also implemented similar features via the SIMO247 system. Further security tightening is arriving via Circular 77/2025/TT-NHNN, which will restrict mobile banking access on certain devices starting March 1, 2026. Banking applications will automatically terminate and notify users if they detect risks such as active debuggers, emulators, virtual machines, enabled Android Debug Bridge (ADB) connections, or unauthorized code injection like API hooking. Apps will also be blocked on devices that are rooted, jailbroken, or have unlocked bootloaders. Additionally, banks may enforce minimum operating system requirements; for example, Vietcombank will cease support for the VCB Digibank app on devices running Android versions lower than 7.0 starting June 10, 2026. Expanding regulatory oversight, the State Bank of Vietnam is seeking public opinion on a draft circular regarding anti-money laundering (AML) supervision. The proposal introduces heightened scrutiny for high-risk groups, including VIP customers, priority clients, and Politically Exposed Persons (PEPs).
