Vietnam boosts daily allowances for civil servants and detainees
Effective 27 July 2026, Vietnam’s Government issued Circular 65/2026 amending the daily compensation for civil servants who receive the public at citizen‑service centres and handle complaints, reports and petitions. Staff who have not yet received a professional responsibility allowance will be paid up to 250,000 VND per day, while those already receiving the allowance will receive 200,000 VND per day. The decree also outlines the duties and conduct required of officials when assisting the public.
In parallel, Decree 213 sets new minimum standards for people held in temporary detention or custody. Monthly food rations are increased, adding 0.5 kg each of meat and fish and an extra five eggs per month. Minimum sleeping space is set at 2 m² per person, with provisions for bedding, clothing and hygiene items. The decree also clarifies medical care, electricity, water and other basic services for detainees.
