Central Organization Committee mandates job position database for 2027–2031 staffing

The Central Organization Committee has issued Plan No. 71 to develop a job position database linked to staffing plans for the political system during the 2027–2031 period. This initiative follows Politburo Conclusion No. 107-KL/TW regarding the perfection of job position systems and cadre management.

The plan requires a comprehensive review to ensure job positions align with functions, duties, and organizational structures. It aims to clarify specific tasks, products, responsibilities, and competency requirements for each role. The process follows a “6 clear” principle: clear tasks, clear people, clear responsibilities, clear deadlines, clear products, and clear authority.

Key deadlines include completing the receipt, standardization, and verification of collected data by November 20, 2026. Based on this verified data, agencies will analyze human resource needs and restructure staff to build annual staffing plans for the 2027–2031 period. The final report on human resource needs and staffing proposals is scheduled to be submitted to the Politburo in the fourth quarter of 2026.
