Vietnam government personnel management reform

The Vietnamese government has initiated a structural reform of its personnel management system, shifting from managing by headcount to managing by tasks, products, and responsibilities. This process follows Politburo Conclusion No. 107-KL/TW.

In mid-October 2026, Prime Minister Le Minh Hung established a Steering Committee, led by Deputy Prime Minister Pham Thi Thanh Tra, to refine the job position system. The committee is tasked with supervising the development of job descriptions, competency frameworks, and performance standards to ensure salary policies and cadre structures align with actual workloads.

By late October 2026, the Central Organization Committee expanded these efforts by issuing Plan No. 71. This plan mandates the creation of a job position database to inform staffing plans for the 2027–2031 period. The initiative utilizes a ‘6 clear’ principle—encompassing clear tasks, people, responsibilities, deadlines, products, and authority—to standardize data. Agencies are required to complete data verification by November 20, 2026, with final human resource proposals scheduled for submission to the Politburo in the fourth quarter of 2026.
