Vietnam Communist Party orders overhaul of grassroots party cells and social‑media rules

The Politburo of the Communist Party of Vietnam issued a directive to study and draft regulations governing the use of social media by party cadres and members. It called for the establishment of party cells in villages and urban neighborhoods with large member bases, and for a broader re‑structuring of grassroots party organization across the country. The party aims to modernise its leadership methods, increase digitalisation of party activities, and create a “digital party” model that integrates online and offline functions.

At a subsequent government session in July 2026, senior leaders reaffirmed the push for administrative reform to raise the quality of services to citizens and businesses. The agenda included accelerating the national digital architecture, expanding strategic technology development, and strengthening cooperation with international partners. Together, these measures seek to improve party efficacy, enhance governance, and support Vietnam’s socio‑economic development.
