Vietnam issues new decrees on copyright, online military registration and press information

Effective 1 July 2026, Decree 174/2026/NĐ‑CP imposes fines of 20‑30 million VND for unapproved copying or sharing of news articles. The rule distinguishes permissible sharing of a link from illegal copy‑paste or “paraphrasing” of protected content, and warns that even non‑commercial redistribution can be penalised.

On 26 June 2026 the Ministry of Defence issued Decision 3360, listing seven administrative procedures for military service that can now be completed online, including first‑time registration, reserve enrolment, supplemental updates, transfers of residence or work, temporary absence, and wartime exemption.

The same day the Government adopted Decree 244/2026/NĐ‑CP, which defines five methods for state agencies to issue statements and provide information to the press, sets monthly and quarterly reporting schedules, and obliges ministries and provincial bodies to publish notices on official portals and social‑media accounts.
