Vietnam develops strategy for green and smart transport transition

Vietnam's Ministry of Construction is developing a strategic plan for transport service development through 2035, with an orientation toward 2050. The initiative aims to address current imbalances, such as the heavy reliance on road transport and the underutilization of rail and inland waterways, while integrating digital transformation and green energy.

Discussions regarding the transition to green transportation emphasize the need for synchronized infrastructure, including charging stations, and supportive policies. Experts and officials have highlighted the necessity of addressing total costs—including electricity, battery maintenance, and end-of-life battery disposal—rather than just vehicle purchase prices. In Hanoi, proposals have been made to the Ministry of Industry and Trade to establish preferential electricity pricing for green vehicle charging.

Existing legal frameworks, including investment and environmental laws, already provide some incentives for green economy development. Specifically, special consumption tax rates for battery-powered vehicles with engines under 24 seats have been extended at lower rates through 2030. Future efforts will focus on resolving barriers related to charging standards, green credit, and carbon credit management.
