Vietnam discusses national strategy to attract and cultivate key talent
The 4th Plenum of the 14th Central Committee of the Communist Party of Vietnam, held from October 5 to 8, 2026, discussed a proposed national strategy for attracting, using, and cultivating talent in key sectors to support rapid and sustainable development.
The strategy aims to position Vietnam among the top three ASEAN nations in global talent competitiveness by 2030. Key objectives include ensuring that talented individuals comprise at least 20% of new recruits in state agencies, with a goal of 100% retention after five years. Additionally, the proportion of talent trained in science and technology is targeted to reach 60% by 2030 and 100% by 2050.
Proposed solutions involve reforming recruitment processes to prioritize actual work results over formal academic degrees, protecting individuals who take initiative, and improving compensation policies. The strategy focuses on four main groups: high-achieving students, young researchers with innovative capabilities, talented individuals in culture, arts, and sports, and outstanding entrepreneurs and leaders.
