Vietnam Deputy PM directs 2027-2031 administrative staffing plan

During the regular September Government meeting, Deputy Prime Minister Pham Thi Thanh Tra directed the Ministry of Home Affairs to urgently develop an organizational and staffing plan for the 2027-2031 period. This plan aims to establish a framework for the administrative apparatus from the central to the commune levels, ensuring it aligns with practical realities.

In addition to administrative restructuring, the Deputy Prime Minister emphasized the need for localities to continue reviewing and arranging public service units, particularly in the health, vocational education, and higher education sectors. Regarding the education sector, Minister of Education and Training Hoang Minh Son reported that the number of preschools and general schools has decreased by 50.6% due to recent restructuring efforts. However, challenges remain, including issues with leadership retirement eligibility, management of large-scale schools, and localized imbalances in teacher staffing.

To address these issues, the Ministry of Education and Training plans to complete teacher transfers between areas with staffing imbalances in October and will issue new circulars to adjust staffing norms and working regimes for educators.
