Vietnam Enacts Decree 310/2026 to Streamline E‑Government Procedures

On 5 August 2026 the Vietnamese government issued Decree 310/2026, amending and supplementing earlier decrees (45/2020, 68/2024, 69/2024, 118/2025) that govern the performance of administrative procedures in an electronic environment. The decree expands the list of bodies authorised to handle electronic procedures to include ministries, provincial and district People’s Committees, industrial zone managers, and Vietnamese diplomatic missions abroad.

It introduces an electronic transaction account that serves as a digital identity for officials, civil servants and citizens when accessing the National Public Service Portal and the administrative information system. The decree also sets out a step‑by‑step electronic workflow: the portal automatically receives and technically validates submissions, confirms receipt to the applicant, and then authorized staff log in to review the electronic dossier, verify data accuracy, and check digital signatures before finalising the procedure.
