Vietnam expands corporate bond regulations for infrastructure

New regulatory frameworks in Vietnam are expected to expand capital mobilization for long-term infrastructure projects. Decree No. 200/2026/ND-CP, which governs the private placement and trading of corporate bonds domestically and internationally, along with accompanying draft circulars, aims to create more room for project enterprises to raise funds.

Experts suggest that these regulations regarding private bond offerings for Public-Private Partnership (PPP) projects will help bridge the funding gap that traditional bank credit and state budgets cannot fully meet. The goal is to establish a transparent, reliable, and long-term asset class. Key focus areas include ensuring policy consistency, protecting investor rights, and maintaining clear separation of cash flows to manage risks effectively.
