Overview

The Vietnamese corporate bond market is transitioning toward stricter capital management and quality screening as regulatory oversight and payment pressures evolve.

Following the July 2026 issuance by Crytal Infrastructure Co., the implementation of Decree No 200 has established a decentralized supervisory regime. This framework empowers provincial and municipal People's Committees to monitor, inspect, and report on bond activities within their jurisdictions to the Ministry of Finance. Hoang Van Thu, Vice Chairman of the State Securities Commission, stated that this decentralization allows regulators to “identify unusual market signs earlier due to their proximity to businesses.” The decree also enforces stricter financial controls, including a debt-to-equity ratio limit of five times, to enhance transparency and manage risk.

By late August 2026, market data indicates a shift in activity. According to KIS Vietnam Securities, total bond issuances in July reached 26,295 billion VND, marking an 80% decrease from the previous month. While banks dominated the market with 78% of total issuances, the real estate sector accounted for 11.4%.

Despite these regulatory efforts, overdue payments are rising. Total overdue corporate bond payments in July climbed to 7,985 billion VND. Looking ahead to August, total bond maturities are estimated at 10,061 billion VND, with the highest financial pressure expected from the banking and real estate sectors.
