Vietnam expands low‑emission zones in Hanoi and launches nationwide climate action program

From July 1, 2026 Hanoi began a pilot low‑emission zone in Hoàn Kiếm district, restricting motorised traffic between 19:00 and 24:00 on weekends and encouraging electric‑motorbike use. Residents report quieter streets and a shift toward greener transport. The city plans a three‑stage rollout: expanding to Cửa Nam in 2027 and covering the entire area inside Ring Road 1 by 2029, backed by a support package exceeding VND 1 000 trillion.

In parallel, the Vietnamese government issued Resolution 208/NQ‑CP establishing a Climate Action Program (2026‑2030, vision to 2045). The program translates Party Resolution 75‑KL/TW into nine priority actions, including public education, institutional reform, resource mobilisation, pollution control, biodiversity protection, climate‑risk adaptation, green‑economy transition, science‑technology development, and international cooperation. It provides a coordinated framework for ministries, local authorities and enterprises to implement green and low‑carbon policies nationwide.
